An amendment authorizing the Secretary of Transportation to make grants for a two-year period under the provisions of the Aviation Safety and Noise Abatement Act for projects to soundproof residential buildings located near airports which had previously been approved under the provisions of the Airport and Airway Safety and Capacity Expansion Act of 1987, and provided further that the Secretary determine that the proposed projects are compatible with the purposes of the Aviation Safety and Noise Abatement Act of 1979.
