- Purpose
- Amendment sought to open current student aid programs to less than half-time students. \ A point of order was sustained against the amendment on the grounds that it violates section 303(a) of the Congressional Budget Act in that it would create new entitlement authority in fiscal year 1993 notwithstanding the fact that the Congress has not agreed to the budget resolution for fiscal year 1993.

- Mr. Ford (MI) raised a point of order against the Petri amendment (A039). Mr. Ford stated that the provisions of the Petri amendment created new authorities in violation of the Budget act. The Chair sustained the point of order.
