An amendment in the nature of a substitute which would establish a new position of Chief Financial Officer to be elected by a 2/3 majority. The substitute provides for an Inspector General, appointed by the Speaker and Minority Leader, with authority to receive and investigate complaints from employees of fraud, waste, and abuse in non-legislative operations and to report the results to the majority and minority leadership. The amendment would establish an Office of General Counsel which would be accountable to a nine-member group consisting of the majority and minority leadership, the Chairman and Ranking Member of the Judiciary, and two additional Members, one each appointed by the Majority Leader and the Minority Leader. In addition, the substitute would make a number of rules changes relating to legislative procedure, including changes in the party ratio of Committees, reduction of committee staffing by 50%, and the elimination of four select committees.
