An amendment to place restrictions on prisoners receiving Pell grants by specifying that a Pell grant for a prisoner could only cover the cost of tuition, books, and supplies; by providing that Pell grants would be denied to prisoners under a death sentence, serving a sentence of life without parole, or not eligible for parole within five years, or classified as a "habitual criminals". The amendment also provides that Pell grant funds must be used as a supplement to existing educational funding assistance for prisoners and also provides that a prisoner may only use Pell grant funds to apply for admission to educational institutions where a majority of the undergraduate programs lead to an associate or baccalaureate degree.
