- An amendment directing the Secretary of Education to identify a group of institutions to serve as a control group for comparison with institutions offering income contingent loans demonstration projects.
- Purpose
- Amendment permits 20 percent of the loans in the direct loan demonstration project to be repaid on an income-contingent basis. Income contingency would be offered to borrowers in the direct loan demonstration and those in the control group of Guaranteed Student Loans.
