- Amendment requires guarantee agencies of student loans to participate in a loan rehabilitation program in which the Department of Education and the guarantee agency would have to adjust borrower repayments to what are reasonable and affordable payments based on the borrower's total financial status; and would permit borrowers to renew their eligibility for financial assistance after reestablishing a pattern of repayment.
