Purpose
Amendment sought to reinstate the 2 year deferment of student loans to individuals participating in medical residency or intern programs. \ A point of order was sustained against the amendment on the grounds that it violates section 303(a) of the Congressional Budget Act in that it would create new entitlement authority in fiscal year 1993 notwithstanding the fact that the Congress has not agreed to the budget resolution for fiscal year 1993.
