- An amendment to provide a two-year deferment of student loans obligation for persons currently serving a medical internship or residency in order to receive professional recognition required to begin professional practice or service.
- Purpose
- Amendment sought to reinstate the 2 year deferment of student loans to individuals participating in medical residency or intern programs. \ A point of order was sustained against the amendment on the grounds that it violates section 303(a) of the Congressional Budget Act in that it would create new entitlement authority in fiscal year 1993 notwithstanding the fact that the Congress has not agreed to the budget resolution for fiscal year 1993.

- Mr. Coleman (MO) raised a point of order against the Mink amendment (A008). Mr. Coleman stated that the provisions of the amendment would create new entitlement authority and provide new spending and was, therefore, in violation of the Budget Act. The Chair sustained the point of order.
