- An amendment to extend for three years deferment of student loan obligations for persons engaged in full-time positions as teachers.
- Purpose
- Amendment sought to reinstate the 3 year deferment on repayment of student loans to individuals who teach in areas designated by the Secretary of Education and the States as underserved educational areas. \ A point of order was sustained against the amendment on the grounds that it violates section 303(a) of the Congressional Budget Act in that it would create new entitlement authority in fiscal year 1993 notwithstanding the fact that the Congress has not agreed to the budget resolution for fiscal year 1993.

- Mr. Ford (MI) raised a point of order against the Klug amendment (A010). Mr. Ford stated that the provisions of the amendment would establish new entitlement authority and was in violation of the Budget Act. The Chair sustained the point of order.
