- An amendment to add a new section setting out garnishment and collection procedures.
- Purpose
- Amendment sought to limit the ability of lenders to garnish wages in collecting defaulted student loans. \ A point of order was sustained against the amendment on the grounds that it violates section 303(a) of the Congressional Budget Act in that it would create new entitlement authority in fiscal year 1993 notwithstanding the fact that the Congress has not agreed to the budget resolution for fiscal year 1993.

- Mr. Coleman (MO) raised a point of order against the Waters amendment (A045). Mr. Coleman stated that the provisions of the Waters amendment create new authorities in violation of the Budget act. The Chair sustained the point of order.
