- An amendment to authorize the Secretary of Education to expend funds from succeeding fiscal year appropriations to meet insufficiencies which may occur in any preceding fiscal year.
- Purpose
- Amendment sought to require the Secretary of Education to borrow from future years appropriations to cover any funding shortfalls for the Pell Grant loan program in a current year. \ A point of order was sustained against the amendment on the grounds that it violates clause 5(a) of the Rules of the House in that it proposes an appropriation during consideration of a bill reported by a committee not having jurisdiction over such appropriations.

- Mr. Goodling raised a point of order against the Williams amendment (A031). Mr. Goodling stated that the provisions of the amendment would require the expenditure of funds on appropriations previously made. The Chair sustained the point of order.
