An amendment in the nature of a substitute consisting of the text of the bill H.R. 3066, previously introduced at the request of the administration. The substitute would designate 62 wildnerness areas on Bureau of Land Management lands, totaling approximately 2.4 million acres, compared with approximately 8 million acres designated by the bill. The Substitute would add approximately 104,000 acres to the Death Valley National Monument and 5,000 acres to the Joshua Tree National Monument, but, unlike the bill, would not redesignate the areas as national parks or establish a Mojave National Monument. The amendment specifies that no provisions are expressed or implied regarding the establishment of federal reserved water rights for the designated wilderness areas, but would authorize the BLM to acquire necessary water rights under state laws. The amendment states that none of the provisions in the bill shall be construed as restricting, forbidding, or interfering with demilitarization activities or flights of military aircraft over the designated wilderness areas.
