Purpose
Amendments en bloc: (1) authorize the use of 25% of excess unobligated funds in the Asset Forfeiture Fund to support drug abuse prevention and treatment grants; (2) require a national awareness program of federal law which requires states to revoke convicted drug abusers' drivers licenses in order to receive federal highway funds; (3) increase the penalty for unauthorized uses of military medals; (4) require the "Safe Schools" program to be accessible to Spanish-speaking students; (5) expand the definition of "drug emergency areas"; (6) delete certain reporting requirements for firearms dealers; (7) require the National Institute of Justice to conduct a study and assessment of alcohol use and treatment of convicted criminals; (8) require the Justice Department to conduct a study of certain incendiary ammunition; (9) expand the use of Bureau of Justice Assistance grants regarding response to domestic violence; (10) establish a National Commission to Support Law Enforcement; (11) expand federal penalties for providing material support to terrorists; (12) require expanding the availability of treatment for drug addiction as a goal of the National Drug Control Strategy; (13) restore to the bill the High Intensity Drug Trafficking Areas Program; (14) establish a National Commission to Study the Causes and Demand for.Drugs in the United States; (15) make technical correction to language concerning insurance fraud; (16) make the transfer of Justice Forfeiture Funds subject to appropriations; (17) make technical changes to programs under the jurisdiction of the Education and Labor Committee including Safe Schools Assistance grants, child abuse information systems, campus sexual assault, drug abuse resistance education, and the midnight basketball league program; (18) authorize the transfer to states of forfeited real property for state parks or related purposes; (19) authorize funds to help defray uncompensated costs incurred by trauma centers arising from drug-related violence; (20) name the Irwin Rutman Program which extends death benefits to retired public safety officers; (21) extend the death penalty to certain terrorist-related offenses and for rape and child molestation murders; (22) clarify certain provisions of the Motor Vehicle Theft Prevention Program; (23) clarify certain provisions of the Certainty of Punishment of Young Offenders state grant program; (24) clarify certain provisions of the General Education Provisions Act concerning the release of education and criminal records; and (25) permit certain U.S.-flag passenger vessels to offer gambling beyond the three mile limit. 190
