An en bloc amendment consisting of several amendments to do the following: 1. Require states, as a condition for receiving federal highway and mass transit funds, to provide to small businesses owned or operated by especially disadvantaged groups within the State such assistance as neccessary to improve such groups oportunity to obtain federal highway and mass transit contracts. 2. Identifies disadvantaged groups as any group of U.S. citizens which historically been discriminated against by race, sex, or national origin and which have over the preceeding five years: A. had an unemployment rate at least 50% higher unemployment rate; B. had a median family income at least 20% lower than the statewide median.
