- Amendments en bloc: (1) increase the appropriation for the Federal Emergency Management Agency by $250 million; (2) appropriate $50 million to carry out the Emergency Watershed Program of the Soil Conservation Service; (3) appropriate $15 million for operation and maintenance by the Army Corps of Engineers; (4) appropriate $15 million for operation and maintenance by the Bureau of Reclamation; (5) appropriate $5 million for the U.S. Geological Survey; and (6) appropriate $25 million for the Forest Service.
