An amendment comprised of several amendments offered en bloc and as modified to make numerous technical changes; substitute several projects for other projects specified in the bill; deauthorize certain projects; reallocate funding among various projects in Texas; require the Transportation Department to establish requirements for the economic reuse and environmentally sound disposition of pavement materials removed during highway construction and repaving projects; and to set aside specified levels of mass transit bus funding for grants to test certain buses, vans, and paratransit vehicles. The en bloc amendment also includes provisions which identify the High Priority Corridor "Avenue of the Saints", which is to connect St. Louis and St. Paul, as traveling through Missouri, Iowa, and Minnesota; make certain technical changes regarding a proposed light rail project in South Boston and to provide funds apportioned for Interstate system construction in Massachusetts will remain available until expended; and make various changes in the bill's provisions regarding the International Registration Plan and the International Fuel Tax Agreement. Further, the amendment also incorporates five other amendments made in order by the rule which are as follows: the Waxman amendment to strike a provision of the bill which authorizes states, in developing sta.ewide transportation plans, to develop the transportation portion of state clean air implementation plans and instead clarify that states must carry out the responsibilities allocated to them under the Clean Air Act for the transportation portion of state implementation plans; the Bereuter amendment to require the Transportation Department study on effects of climatic conditions on costs of highway design, construction, and maintenance in various regions and to report to Congress on the implications of these costs on the allocation of highway finds to states; the Hochbruekckner amendment to prohibit the Transportation Department from approving certain projects unless their construction will be undertaken during off-peak hours; the Schumer amendment clarifying that the neither the bill nor existing law precludes the use of buses acquired or operated with Federal assistance to provide express bus service in New York City; the Coughlin amendment outlining state guidelines for the implementation of safety programs for rail mass transit systems.

- Purpose
- Amendments en bloc: (1) make certain technical and conforming changes including continuing the increased Federal share for certain safety projects and priority primary routes, including energy as one of the factors of the overall effects on transportation decisions, and authorizes funding for costs associated with testing small and medium duty buses, vans, and paratransit vehicles; (2) clarify that States must carry out responsibilities allocated to them under the Clean Air Act for the transportation portion of State implementation plans; (3) require a study of the effects of climate conditions on the costs of highway design, construction, and maintenance in various regions of the country; (4) add language stating as the sense of Congress that the performance of highway construction work should be enhanced to minimize congestion at highway work zone areas; (5) require States to adopt safety regulations and inspection plans for all rail, fixed-guideway mass transit systems which are not regulated by the Federal Railroad Administration; and (6) clarify that public bus service for students in New York City may be used as express buses.
