An amendment to replace the bill's provision which automatically declares expenditures under the bill "emergency" funds for purposes of the Balanced Budget and Emergency Deficit Control Act. Under the amendment, if the President does not specifically designate funds as "emergency" expenditures on the date of the enactment of the bill, the federal unemployment tax would be increased for many employers to pay for the extended benefits.
