An amendment comprised of several amendments offered en bloc which changes the name of the conference from the National Conference on Aging to the White House Conference on Aging; reduces the number of members on the Policy Committee from 30 to 25, with 13 members to be appointed by the President, and 12 members to be selected by the Congress; specifies that the Secretary would be responsible for all administrative functions of the conference; increases the bill's FY 1992 authorization for congregate meals from $480 million to $505 million; permits additional transfers between congregate and home-delivered meals so that in addition to the 30% transfer permitted under the bill, a state could transfer an additional 18% in FY 1992, 15% in FY 1993 and FY 1994, and 10% in FY 1995; requires that individuals who provide in-home care to the frail elderly be licensed by the state, and that individuals receiving such care be informed of their rights; permits states to keep elder abuse funds at the state level in order to target elder abuse programs; permits states to use Title III funds for outreach activities; permits rural service providers to serve fewer than five meals per week with permission from the state; includes counselling for the elderly as a permissible activity for multi-disciplinary centers on gerontology; i.cludes music, art, and dance or movement therapy as a permitted activity under the health prevention program; authorizes certain demonstration programs; encourages establishment of volunteer coordinators in area agencies; and, includes older individuals with limited English-speaking ability among the groups that should be targets for title III supportive services outreach programs.

Purpose
Amendments en bloc: change the Conference on Aging to allow joint participation by Congress and private sector groups in setting the national aging policy agenda for the next 10 years; increase the FY 1992 authorization for congregate meals by 5 percent; permit additional transfers between meals programs in the States; revise formula targeting provisions in response to minority groups; permit States to keep elder abuse funds at the State level; permit States to use Title III funds for outreach activities; permit rural service providers to serve fewer than five meals per week with State permission; and provide first time services in permanancy planning, volunteer service credit demonstrations, State volunteer service coordinators, and target limited English individuals for supportive service outreach.
