An amendment comprised of several amendments offered en bloc to make clarifying and conforming changes in the legislation. Specifically, the clarifications insert language which states that the National Institute of Standards and Technology may continue its policy of doing work for other agencies; that grants and contracts under the Advanced Technology Program are intended for companies, not universities; that companies receiving assistance under the Advanced Technology Program are to be incorporated in the United States even if they have a foreign parent company; and that the National Quality Performance Trust Fund is subject to appropriations.
