Purpose
Amendment provides that the funds authorized in the bill should go primarily toward the development of a strong domestic high-performance computing research and development and manufacturing capability. \ As amended by the Traficant amendment (A002): (1) agencies receiving funds are required to award contracts to domestic firms, which under competitive procedures would be awarded to foreign firms, when the final product of the domestic firm would be completely assembled in the United States with more than 50% of the final product produced domestically, and not more than a six percent difference existed between the foreign and domestic firm bids; and (2) prohibited the fraudulent use of "Made in America" labels.
