An amendment comprised of several amendments en bloc to delete numerous provisions of the bill as reported by the Banking Committee, including provisions that address specific acquisition policy issues and the funding of federally backed laboratories; amend the Federal Acquisition Regulations to encourage investment in modern industrial facilities and production equipment; express the sense of Congress that certain issues should be considered in changing defense acquisition policies pursuant to the Defense Management Review; require the defense industrial base policy commission created by the bill to specifically review certain contracting issues, including military specification and technical data requirements; and address certain energy issues and require reports on potential uses of renewable and alternative fuels in the defense industrial base. The amendment makes certain technical changes and also deletes provisions of the bill that would statutorily prohibit the Federal Government from promoting the use of offset arrangements on export sales of military goods to foreign nations.

- Purpose
- Amendments en bloc: (1) delete language dealing with "best value" procurement and defense-related professional and technical services; (2) delete language which would require amendments to federal acquisition regulations; (3) clarify language ensuring the availability of reliable resources for critical weapon-system components; (4) drop certain reporting requirements concerning the use of alternative and renewable sources of energy for defense mobilization and industrial preparedness; (5) clarify that regulations under the act be consistent with federal acquisition regulations; (6) delete language requiring certain acquisition regulations to be promulgated within 270 days; and (7) modify offset policy to state that the Federal Government should not engage directly in offset arrangements made in connection with the sale of defense goods or services to foreign governments.
