An amendment, as modified, to authorize $2,080,000 in fiscal year 1993 and $2,000,000 for fiscal year 1992 for a program of biological monitoring of pollution in Massachusetts, Cape Cod and Cheasapeake Bays, provided that no more than 5% of the amounts appropriated shall be used by the National Oceanic and Atmospheric Administration for administrative expenses and provided further that all funds authorized be equally distributed between the two programs. The amendment requires the Secretary to spend no less than 50% of the funds appropriated for non-governmental research institutions within the region.
