An amendment to limit the total authorizations in the bill to $1.6 billion in FY 1992, and $1.7 billion in FY 1993. The amendment restores the Commerce Department's Financial Assistance Review Board, but establishes a 90-day review period. The amendment clarifies that establishment of the Cooperative Institute of Fisheries Oceanography will be in accordance with an existing memorandum of understanding. Finally, the amendment makes other technical changes to levels authorized in the bill to reflect the Administration's budget request for FY 1992.
