An amendment to require coastal states to conduct surveys to determine whether adequate pumpout stations for boat toilets are available, and to develop a construction and renovation plan to meet any needs identified in the survey. The amendment directs states to spend up to 5% of their federal Sport Fish Restoration funds in each of fiscal years 1992 through 1995 on the pumpout station construction and maintenance plan.
