An amendment, as modified, to add conditions to the provisions in the bill relating to exports to the Soviet Union to include restrictions on trade if that country: 1. takes action to restrict Jewish emigration; 2. is not moving toward a free society and a free market; 3. is providing military or economic assistance to Cuba, Vietnam, Angola, North Korea, or any organization which seeks the violent overthrow of a democratically elected government; 4. devotes more than 15% of its annual expenditures to military activities, unless the President reports to Congress that such expenditures are justified; and 5. does not withdraw all troops from the Baltic nations of Lithuania, Latvia and Estonia.

- Purpose
- Amendment, as modified, restricts the export of certain technologies to the Soviet Union or successor states if the Soviet Union: (1) restricts the emigration of Jews, (2) has not had free and democratic elections, (3) provides assistance to Cuba, Vietnam, Angola or North Korea, (4) provides more than 15% of its expenditures for military activities, and (5) does not agree to expeditiously withdraw all Soviet troops from the Baltic nations. \ As amended by the Gejdenson amendment (A005), language concerning assistance to Cuba, Vietnam, Angola or North Korea in paragraph (3) was deleted.
