- Amendment sought to appropriate $500,000 for the Environmental Protection Agency to enter into an agreement with the National Academy of Sciences to conduct a study to examine the scientific basis for methods used in identifying and dilineating wetlands. \ A point of order was sustained against the amendment on the grounds that it constituted legislation on an appropriations bill.

- Mr. Hayes (LA) raised a point of order against the Gilchrest amendment (A002). Mr. Hayes of Louisiana stated that the amendment offered by Mr. Gilchrest changed existing law and as such, constituted legislation in an appropriation bill. The Chair sustained the point of order.
