- Purpose
- Amendments en bloc: 1) authorize assistance for the modernization of defense capabilities of countries of NATO's southern flank; 2) permit the transfer of excess United States military equipment to eligible drug-producing nations to encourage the establishment of cooperative military-law enforcement national counternarcotics programs in those nations; 3) authorize the transfer of non-lethal excess defense articles and small arms to friendly countries and to international and private organizations in order to protect and maintain wildlife habitats; 4) set an annual ceiling on transfers of excess defense articles; 5) add language supporting the inclusion of India, Pakistan, and China to the Nuclear Non-Proliferation Treaty; 6) make Pakistan eligible for certain narcotics control and food assistance programs; 7) provide for terminating U.S. foreign aid to any country that uses it for unauthorized purposes; 8) set limitations on procurement outside the U.S.; 9) call for increasing assistance to the American University in Lebanon; 10) revise language condemning the attacks against those in Armenia and Nagorno-Karabach; 11) authorize technical assistance for any governmental agency or nongovernmental organization in the USSR that promotes democratic reforms, human rights and market-oriented reforms; 12) revise the l.st of countries that must be covered in a presidential certification on arms transfers; 13) express the sense of Congress concerning human rights violations in India; 14) express the sense of Congress concerning Japan's defense of air space and sea lanes; 15) authorize a GAO study of the impact of redirecting foreign assistance funds to domestic programs; and 16) add restrictions on security assistance to countries having an offensive chemical weapons program.
