An amendment to increase budget authority by $400 million for education, training, employment, and social services and to increase budget outlays by $200 million to permit additional funding for programs such as Head Start, Chapter 1 Compensatory Education, Student Financial Aid, Vocational and Adult Education, and Job Corps. Such increases would be offset by a 1.5% reduction in four budget categories of discretionary funding: natural resources and environment, transportation, administration of justice, and general government. High priority programs within these categories would be exempt from reductions.
