- Purpose
- Amendments en bloc: 1) increase disaster assistance by $30 million; 2) make Appropriate Technology International eligible for funds as a private voluntary organization; 3) make three technical revisions to the cargo preference rules; 4) add foreign military financing to the policies the President should coordinate when allocating resources; 5) require the Secretary of Defense to monitor end-item use of defense equipment by recipient countries; 6) provide the President certain authority to reallocate uncommitted foreign military financing funds, and adds humanitarian objectives to the list of findings on arms transfers; 7) add language concerning military assistance being consistent with economic assistance objectives; 8) call for establishment of an arms registry within the Conference on Security and Cooperation in Europe; 9) make technical corrections to the International Narcotics Control Strategy Report required under the bill; 10) add language creating the Enterprise for the Americas Facility and Environment for the Americas Board; 11) add the International College in Lebanon to the list of American institutions in Lebanon that should receive assistance; 12) establish an Eastern European Business Information Center System; 13) establish a task force to reform the Agency for International Development application process for a.d to Eastern Europe; 14) add language stating the the U.S. should encourage Albania in its efforts to open its society to Western ideas; 15) add language condemning the attacks against those in Armenia and in Nagorno-Karabach; 16) add language regarding the policy of Saudi Arabia towards Israel; 17) require the President to report to Congress before any military assistance is given to Lebanon; 18) add language stating that the future of Taiwan should be settled in a manner acceptable to the people on Taiwan; 19) add language calling for increased economic cooperation between the U.S. and Japan; 20) add language supporting the admission of the Republic of Korea into the United Nations; 21) express the sense of Congress regarding coercive abortions in the People's Republic of China; 22) express the sense of Congress that the Republic of Angola should be commended for the signing of peace accords; 23) authorize funds for mine clearing operations in Angola; 24) add language supporting reconciliation and reconstruction in Ethiopia; and 25) call for the end of the production and distribution of neo-Nazi video games in Europe.
