- Purpose
- Amendment sought to delay by two months (until October 31, 1991) the time at which the Coast Guard may impose fines on recreational boat owners for failure to pay the required recreational vessel user fee. \ A point of order was sustained against the amendment on the grounds that it violated sec. 302 of the Budget Act in that it would cause the allocation of discretionary new budget authority to the Committee on Merchant Marine and Fisheries to be exceeded.

- Mr. Gradison raised a point of order against the McMillen (MD) amendment (A009). Mr. Gradison stated that the provisions of the McMillen amendment violate the 302(b) budget allocations for the Merchant Marine Committee. The Chair sustained the point of order.
