Purpose
Amendments en bloc added language stating that it shall be the policy of the United States, whenever feasible, to provide assistance directly to democratically elected governments of republics within any country in which the federal government has a ruling communist majority. \ As amended by the Porter amendment (A007), language was added permitting technical assistance to the above federal governments for agencies that promote democratic reforms, human rights, the rule of law, and market reforms. \ As amended by the Cox (CA) amendments (A008), the original language was clarified to state as U.S. policy that assistance will be provided, to the extent feasible, directly to democratically elected governments of states whose incorporation into the U.S.S.R. has never been recognized by the U.S.
