An amendment expressing the sense of Congress that the United States and its allies have a special interest and responsibility with respect to the future of Kuwait and that it is the policy of the United States to promote respect for internationally recognized human rights and the development of democratic institutions in Kuwait. The amendment would require the President to report to Congress within 60 days of enactment on civil rights improvements in Kuwait.
