- An amendment expressing the sense of the Congress that the U.S. should increase its efforts with the UN Security Council and other international organizations to bring Saddam Hussein to trial for "crimes against peace, violations of the laws of war, and crimes against humanity.".
- Purpose
- Amendment originally called upon the United States, in cooperation with the United Nations or several international organizations, to apprehend President Saddam Hussein of Iraq and try him for war crimes. \ As amended by the Hamilton amendment (A028), the above was replaced with language calling upon the President to seek U.N. Security Council action to establish a tribunal to try all individuals, including Saddam Hussein, who were involved in war crimes or crimes against humanity during the invasion and occupation of Kuwait.
