- Amendment sought to change language which requires the President to convene a multilateral conference to establish a comprehensive multilateral arms transfer and control regime with respect to the Middle East. It would have recommended the above action rather than require it. It also sought to remove a date specified after which the transfer of defense articles or services to the Middle East would be restricted.
