- Purpose
- Amendment originally sought to prohibit delivery of U.S. foreign assistance to any organization or institution in South Africa which is formally linked to the South African Communist Party; which is engaged in violations of human rights; or which does not have in place democratic processes for internal decisionmaking and selection of leaders. \ As amended by the Walker amendment (A048), the above was replaced with language which prohibits the delivery of U.S. foreign assistance to the Communist Party of South Africa or any affiliated or associated organization, and provides that the President shall undertake efforts to ensure that recipients of U.S. assistance in South Africa are not engaged in violations of human rights, and have in place democratic processes for internal decisionmaking and the selection of leaders.
