An amendment to insert language which clarifies that the term "excess defense articles" does not include any construction equipment (including tractors, scrapers, loaders, graders, bulldozers, generators, compressors, and dump trucks), except to the extent that the President determines that the inclusion of construction equipment in that term is essential to United States national interests or that such equipment is to be provided as humanitarian assistance.

- Amendment to the Taylor (MS) amendment (A017) sought to provide the President with authority to waive certain conditions contained in the Taylor (MS) amendment which restricts the transfer of certain excess military construction equipment to other countries when the President determines such transfer is essential to United States national interests or that such equipment is to be provided as humanitarian assistance.
