Purpose
Amendment originally sought to require the President to certify that India does not possess a nuclear explosive device before receiving any assistance under the bill. \ As amended by the Kostmayer amendment (A014) the language was revised to require Presidential certification that India has not developed additional nuclear explosive devices during fiscal years 1992 and 1993 as a precondition for receiving any assistance under the bill.
