An amendment to prohibit aid to the Soviet Union unless the President makes various certifications to Congress including the following: The Soviet government has taken meaningful steps toward improving human rights, including entering into negotiations on self-determination with the Baltic States; the Soviet Union has scaled back its domestic military expenditures and in aid to North Korea and Cuba; and has implemented free-market economic reforms. The amendment requires the President to make a specific determination that it is in the national interest to supply such aid.
