Purpose
Amendment originally sought to terminate most development assistance to India if the President reported to Congress that India was preventing human rights organizations from monitoring human rights conditions in that country. \ As amended by the Feighan amendment (A040), language was added expressing the concern of Congress about the human rights abuses by Indian security forces in Punjab, Kashmir and in other regions of India, and urges the Indian Government to take a number of steps to curb abuses by the security forces.
