An amendment to provide that not to exceed 4 per centum of any appropriation made available to the IRS for the current fiscal year by this Act may be transferred to any other IRS appropriation. (The result is to restore the text deleted by the Traficant point of order without the extraneous language relating to permission for such transfers which would have been granted by the House and Senate Committees on Appropriations.).
