An amendment to require the President to seek proportionate cost-sharing agreements with foreign countries with whom we have bilateral or multilateral defense agreements. The amendment would require the Secretary of Defense to establish an Allies Mutual Defense Payments Account which would show: 1. the amount of cost-sharing contributions agreed to; 2. The contributions received from each country; 3. The amount each country has contributed to multilateral defense programs; 4. The amount of contributions made by the U.S. to such multilateral programs; 6. The cost to the U.S. of maintaining military personnel or equipment in or otherwise providing for the defense of each such country.
