An amendment expressing that it is the sense of Congress that reductions of U.S. military personnel over the next several years will decrease the need for U.S. military bases overseas and that the Secretary of Defense should aggressively pursue the following goals: 1. Closure of U.S. installations outside the United States; 2. Entering into agreements with governments of those countries in which the remaining military installations are located to increase the amount of their support; 3. Withdrawing U.S. forces assigned or stationed in Europe, Japan, and Korea. The amendment would require an $8 billion dollar reduction of authorization, to be achieved through force reductions in Europe, Japan, or Korea and directs the Secretary of Defense to submit annual reports to Congress on steps taken to close foreign bases.
