- An amendment comprised of four amendments offered en bloc to require the purchase of U.S. made products if the U.S. firm's bid is no more than 6% above foreign bids, barring the granting of any contract or subcontract to a foreign company if that company unfairly restricts U.S. imports, and to prohibit government contracts to any person who intentionally affixes a fraudulent "Made in America" label to goods shipped to the United States.
- Purpose
- Amendments en bloc: 1) require the Secretary of State to award contracts to domestic firms, which under competitive procedures would be awarded to foreign firms, when the final product of the domestic firm would be completely assembled in the United States with 51% of the final product produced domestically, and not more than a six percent difference existed between the foreign and domestic firm bids; 2) restrict the awarding of procurement contracts with foreign countries who practice discrimination against U.S. products; 3) prohibit the fraudulent use of "Made in America" labels; and 4) add language stating as the sense of Congress that any American firm that receives a contract pursuant to the Act should employ U.S. workers to carry out such contract.
