An amendment to direct the Secretary of State to seek reimbursement from the Soviet Union of the full costs incurred by the United States as a result of the intelligence activities of the Soviet Union directed at the new U.S. Embassy in Moscow, including an amount equal to either $65,000,000 or the sum necessary to complete the reconstruction project, whichever is greater.
