An amendment to delete the provisions of the bill that require any country which receives U.S. cash assistance to purchase an equal amount of goods and services from the U.S. and to require that half of all U.S. grain shipments to recipient countries be shipped on U.S. ships. The amendment would require countries receiving such aid to encourage their domestic importers to purchase U.S. grain and other agricultural products and to transport those products on U.S. flag vessels ships. The amendment would not apply to countries receiving less than $25 million per year in assistance.

- Amendment sought to delete language which requires any country receiving U.S. cash transfer assistance to purchase an equal amount in goods and services from the U.S. and that 50 percent of all bulk shipments of U.S. grain to recipient countries be made on U.S. flag vessels. It would have required countries receiving such assistance to encourage their domestic importers, whenever feasible, to purchase U.S. grain and other agricultural products and to employ U.S. flag vessels.
