Mr. McCurdy raised a point of order against the Shuster amendment (A004). Mr. McCurdy stated that the amendment as offered exceeded the scope of the bill by requiring a change in the Rules of the U.S. House of Representatives, and was therefore nongermane. The Chair sustained the point of order.
