Amendment102nd Congress
An amendment to require that Members who are appointed to the Permanent Select Committee on Intelligence shall take an oath of secrecy to be administered by the Speaker of the House. Any Members who violate the provisions of said oath would be subject to investigation and, if necessary, disciplinary action by the Committee on Standards of Official Conduct. The amendment also provides for changes in the Rules of the House which would implement these provisions.

- Mr. McCurdy raised a point of order against the Shuster amendment (A004). Mr. McCurdy stated that the amendment as offered exceeded the scope of the bill by requiring a change in the Rules of the U.S. House of Representatives, and was therefore nongermane. The Chair sustained the point of order.
