An amendment to strike the bill's requirement that the contract for the third Seawolf SSN-21 submarine be awarded to a firm which did not win the first contract for the submarine. The amendment provides instead that the contract for the third submarine be awarded by competitive bid, and it requires the Navy to subsequently submit to Congress a report describing its basis for selecting a contractor for the third submarine and its acquisition strategy for the Seawolf program.
