- Purpose
- Amendment sought to provide fiscal year 1992 new budget authority of $1,214 billion; budget outlays of $1,149.4 billion; budget revenues of $850.4 billion; and a budget deficit of $299 billion. It also sought to freeze discretionary domestic spending at the fiscal year 1990 level with an adjustment for inflation; and added language reducing the Federal budget deficit with revenues collected through the issuance of Treasury bonds redeemable in gold.
