- Amendment added language expressing as the sense of Congress that: 1) the President should pursue negotiations toward the early achievement of a verifiable comprehensive test ban; and 2) that during the period before a comprehensive test ban enters into force the U.S. should focus its efforts on improving the safety and reliability of the existing stockpile of nuclear weapons.
