An en bloc amendment consisting of several amendments which would: require the State Department to tear down the U.S. embassy in Moscow and build a new structure using exclusively American and non-Soviet materials and workmen and establish extraordinary security conditions for the conduct of their work; prohibit the Soviets from occupying their new embassy or any other new facility in Washington D.C. until the U.S. embassy in Moscow is ready for occupation; authorizes $150 million in FY 1992 and $150 million in FY 1993 for the demolition and reconstruction of U.S. embassy facilities in Moscow.

- Purpose
- Amendments en bloc originally sought to authorize $130 million for the complete teardown and reconstruction of the U.S. Embassy in Moscow; and would have required the Secretary of State and the Director of the Central Intelligence Agency to certify jointly on the security of the new structure. \ As amended by the Berman amendment (A003), $130 million is authorized in fiscal year 1993 for construction of the U.S. Embassy in Moscow. The Secretary of State is required to report to Congress a comprehensive plan which sets forth current and future space requirements for the U.S. Mission in Moscow and how such requirements will be met. \ As amended by the Upton amendment (A005), language was added requiring the Soviet Union to reimburse the United States either $65 million or the sum necessary to complete the reconstruction of the Embassy.
