Amendment102nd Congress
An amendment to place a permanent ceiling of 30,000 on U.S. troops stationed in Korea by FY 1994, of which not more than 20,000 may be members of the Army. Such a ceiling could be waived in the event of an armed attack against South Korea, or if the President declares an emergency and informs Congress of the waiver. The amendment also expresses the sense of the Congress that establishing a permanent ceiling on U.S. troops in South Korea would be part of a transition for U.S. troops from a leading role in defending South Korea to a supporting role, and is the beginning of a phased withdrawal of U.S. ground combat units.
